This three-page document is titled, "Co-ed Hours Program". According to the note in the lower left-hand corner it looks like it may have been written and submitted in 1970. The document sets out rules and regulations for the Co-ed Hours Program which gave greater freedom for Women on campus to have quests and host functions with male quests.
